Information System Security Manager - SE 4
Location: Fort Walton Beach, FL
The 96th Test Wing (96TW), headquartered at Eglin Air Force Base (AFB), is host to a wide range of activities that support all services, multiple Department of Defense (DoD) agencies, Contractors, and Allied Nations. The 96TW, under the command of AFTC, is the T&E center for Air Force air-delivered weapons, navigation and guidance systems, Command and Control systems, and Air Force Special Operations Command systems. The Wing provides expert evaluation and validation of the performance of systems throughout the design, development, acquisition, and sustainment process to ensure the warfighter has technologically superior, reliable, maintainable, sustainable and safe systems. The 96th Test Wing performs DT&E across the complete system life cycle for a wide variety of customers including: Air Force Systems Program Offices, the Air Force Research Laboratory (AFRL), logistics and product centers; major commands; other DoD services and United States (US) Government agencies (Department of Transportation, National Aeronautics and Space Administration (NASA), etc.); foreign military sales; and private industry.
This position is located at Eglin AFB, FL. The ISSM's principal responsibility is successful Security Certification & Accreditation (C&A) of Mission Planning software applications, within planned cost and schedule.
Researching, developing, implementing, testing, and reviewing hardware/software information security requirements (IAW DoD/NIST RMF) to protect information and prevent unauthorized access. In this role, the ISSM will direct the contracting team on security measures, explain potential threats, implement security measures and monitor applications in order to meet or exceed all DoD/NIST RMF requirements, resulting in faster and more accurate software releases.
Lead the government program office-s Information Assurance team with Authorization to Operate (ATO) and Authority to Connect (ATC) certifications, required for software releases.
Hardening of Operating Systems, applications, and network infrastructure using Department of Defense Security Requirement Guides (SRGs), Security Technical Implementation Guides (STIGs), Defense Security Service Office of the Designated Approving Authority (DSS ODAA) Baseline Technical Security Configurations, and Information Assurance Vulnerability Alerts (IAVA).
Developing and reviewing existing system-specific Security Controls Test Matrix (SCTM), Risk Assessment Report, Plan of Action and Milestones (POA&M), System Security Plans (SSP), Application Security and Development Checklists, and other artifacts supporting software certification and accreditation in accordance with RMF and JSIG to identify areas for Enterprise Cybersecurity & Cyber Resiliency opportunities for improvement
Working closely with the Chief Engineer to establish a system security engineering (SSE) process to plan, organize and manage efforts to achieve maximum system security and survivability.
Working with self-signed certificates and DoD PKI.
Education and Experience Qualifications
Must have a Master-s degree in Computer Science, Information Security, Electrical Engineering or a related scientific /technical discipline and 10+ years of Security Engineering or related experience.
Must be Certified Information Systems Security Professional (CISSP) designation.
Must have understanding of DoD 8510, NIST 800.53 Risk Management Framework, and CNSSI 1253.
Must have ability to manage and provide cybersecurity products to multiple project teams executing concurrently, in accordance with each project-s schedule.
Experience in leading C&A processes in accordance with DoD policy, standards & guidelines is preferred.
Experience with the enterprise Mission Assurance Support Service (eMASS) is preferred.
Technical knowledge of computer networking and computer security protocols, and prior hands-on implementation of network and software security controls is preferred.
Must have an understanding of the specific procedures and processes of the Air Force Test Center and DoD regulations and guidelines.
Must have ability to quickly understand the customers overall technical objectives and mission and provide effective solutions.
Excellent verbal and written communication skills along with customer interaction and presentation capabilities required.
Must exemplify a dedication to achieving the mission of the 96TW as well as high standards of quality and excellence in performing the duties.
Must be able to work effectively alone, unsupervised, or within a group.
Must be able to work in a fast paced environment while being able to prioritize work to balance multiple projects and deadlines.
Must be willing to travel up to 10%.
US Citizenship required.
Must hold an active Department of Defense Secret Security Clearance with last investigation within 5 years.
Must be able to obtain and maintain a DoD Top Secret Clearance.
