DRS Training & Control Systems (TCS), Fort Walton Beach, FL, provides engineering, manufacturing, and support of defense and aerospace systems for sea, land, air, and space use. Our product and service areas include electronic control and monitoring systems, aerospace material handling systems, simulation and training systems, aerospace support equipment, contract manufacturing, engineering, and product support. Title:Senior Program Manager

Position Summary:

Manage and direct the daily execution of programs or large scale programs within contract requirements to assure that cost, schedules, technical, financial, and performance goals are met. Requires someone that has experience managing programs greater than $15 million with P&L responsibility. Responsible for program success on all programs assigned. Lead all meetings and the integrated product team (kick-off through project close). Provide contractual interface, communication, and coordination with internal and external customers on matters pertaining to existing contracts and bid and proposal activities. Participate as a team leader on bid and proposal activities and insure that the requirements of the request for proposal are met in the preparation and documentation of bids and proposals.

Duties and Responsibilities:

  • Manage and direct the daily execution of large scale and/or development programs within contract requirements to assure that cost, schedules, technical, financial, and performance goals are met. Lead all meetings and the integrated product team (throughout complete program lifecycle)

  • Provide contractual interface, communication and coordination with internal and external customers on matters pertaining to existing contracts and bid and proposal activities

  • Participate as a team leader on bid and proposal activities. Ensure that the requirements of the request for proposal are met in the preparation and documentation of bids and proposals

  • Prepare or assist in the preparation and negotiation of product line related proposals and Rough Order of Magnitude (ROM) estimates, Statements of Work (SOW), Work Breakdown Structures (WBS), Integrated Master Plans/Schedules (IMP/IMS), and system specifications

  • Prepare for and conduct/participate in contract/subcontract negotiations. While representing Company’s interests, assure that all government regulatory guidance is adhered to

  • Actively seek new business opportunities in coordination with Business Development

  • Represent management at program reviews, meetings, seminars, etc.

  • Communicate program status (cost, schedule, technical performance) and risk to internal and external customers/stakeholders

  • Participates in pricing audits, fact-finding, or negotiations when necessary

  • Comply with FAR flow downs

  • Develop and implement plans and schedules to execute contracts/subcontracts. Responsible for program and financial reporting activities, reviews and presentations to Senior Management.

  • Ensure effective communication within Integrated Program Team (IPT)

  • Identify and acquire necessary resources, build/motivate Integrated Program Teams(IPT), direct work within the IPT, resolve problems and issues

  • Develop and implement WBS and IMS

  • Allocate and control contract budgets for labor, material, travel, risk, and procured items/services.

  • Exercise task and budget control over personnel responsible for specific functions or phases of program

  • Perform change management

  • Monitor technical, cost, and schedule performance on a formal and informal basis to ensure that specified objectives are met

  • Control expenditures in accordance with budget allocations

  • Change methodology or redirect activities as required to meet specified program performance criteria. Develop corrective action plans

  • Perform subcontract management on Time & Material, Fixed Price, and Cost-Plus subcontracts/purchases: monitor adherence to contract requirements, manage contract change, evaluate proposals, and monitor accomplishments

  • Support product line business P&L objectives

  • Serve as primary customer contact for all assigned program activities, lead program reviews, report adherence to master schedules and plans, promote product quality and customer satisfaction

  • Coordinate with Contracts Department on all issues pertaining to contract requirements, changes, interpretations.

  • Formally identifies, assesses, monitors and mitigates risk throughout the program life cycle. Develop and implement corrective action plans when deviations from budgets and/or schedules are evident. Seek senior management assistance in resolving schedule and budget problems as they arise

  • Perform variance analyses of schedule and cost on a formal and informal basis and present them to senior management (i.e.: earned value management system)

  • Serve as the primary interface with the customer on all matters involving contract execution. Coordinate with other departments on resolution of contractual problems with the customer. Coordinate with Contracts Administration on issues pertaining to contract requirements, changes, and interpretations.

  • Assure that conduct of contract requirements is executed in accordance with appropriate regulations and Company policies and procedures (i.e.: federal acquisition regulations)

  • Lead programs reviews

  • Provide leadership to program team. Assures communication and cooperation among team members and resolves areas of conflict

  • Manage inventory effectively

  • Manage Internal Research and Development projects

  • Assure a timely closeout of completed programs to ensure that all obligations are satisfied and program documentation is properly recorded

  • May manage other Program Managers

  • Develop leading versus lagging indicators

  • Develop and execute program corrective action strategies

  • Develop and understand principles of program planning (i.e. developing a Bill of Materials and Basis of Estimate)

  • Understand lean and process improvement principles (i.e. Lean Six Sigma)

  • Understand cash flow management principles

  • Support, communicate, reinforce and defend the mission, values and culture of the organization

Basic Qualifications:

  • Bachelor’s degree in Engineering preferred

  • Must have minimum 10 years’ experience in program management and/or engineering management; 10 years of equivalent experience in a related field will be considered.

  • Must have experience working with international customers and managing international contracts (Pac Rim and Middle East highly preferred) and be familiar with ITAR & EAR regulations

  • Demonstrated experience managing engineering development, integration, and manufacturing contracts

  • Must be proficient with systems engineering practices.

  • Desire working knowledge of digital and analog systems

  • Must have experience with hardware, software, development

  • Requires experience managing programs greater than $15 million with P&L responsibility

  • Expert knowledge of program management tools and procedures

  • Solid leadership and management skills

  • Continuous improvement efforts including implementation for cost reduction and performance improvement efforts

  • Experience with earned value cost accounting and reporting; experience with metrics for assessing and reporting program progress, productivity and variance analysis

  • Experience in finance, contracting, export regulations, engineering, logistics, manufacturing and supply chain management

  • Excellent customer interface skills, customer-focused program,

  • Must have ability to work with functional Engineering, Operations, Supply Chain, and Quality organizations

  • Demonstrated ability to lead teams in project based environment

  • Excellent leadership and problem solving skills

  • Excellent oral, written, and presentation skills

  • Demonstrated success in managing manpower planning, project reviews, scheduling and budget control

  • Have a portfolio demonstrating a successful track record in managing complex programs in which both financial and program objectives (schedule, cost to complete, cash flow, sales) were achieved

  • International travel is required

  • Must have the ability to obtain and maintain a government security clearance; current clearance highly preferred

Additional Desired Qualifications:

  • Program Management certification preferred (i.e. PMP or DAU level 3)

  • Prefer experience with turnaround programs in which recovery was successful

  • Air Combat Maneuvering Instrumentation (ACMI) and/or airborne test system expertise is highly preferred
