This position provides support to the 45 Test Squadron – Space and Intel Command & Control (C2) Test Flight at Eglin AFB. This support includes the following:
Provides technical leadership and frequently serves as the final technical authority for the JSpOC Mission Systems (JMS), Space Fence and other Space Command and Control systems, encompassing the whole Space Situational Awareness (SSA) portfolio, such as Space Surveillance Telescope (SST), Air Force Satellite Control Network (AFSCN), Upgraded Early Warning Radar (UEWR), Cobra Dane, PARCS, among others.
Provides individual scientific and engineering support of critical importance to the customer. Types of tasks include test and evaluation, data analysis, test support, and general technical studies related to developmental test and long-term programs sustainment.
Assist in the development of system requirements, performance measures, test phase entry/exit criteria, and analysis of test design constraints functional capabilities, and metrics.
Support Developmental Test and Evaluation (DT&E), Operational Test (OT), Force Development Evaluation (FDE), Risk Reduction Testing (RRT) and certification for test readiness; identify deficiencies, verify compliance with specifications and standards, and assess stability of various system configurations.
Interact with System Program Offices, other services, and development contractors.
Prepare, execute, review, and analyze test plans, procedures, metrics, and reports throughout the software development life cycle. Develop and write methods of tests, Concept of Operations (CONOPS), test cases, test objectives/procedures, test directives, technical or letter reports, analysis and review of requirements, and other test process documents as required in the conduct of testing.
Coordinate schedules, pre-and post-test activities, logistics of test planning, and test reports.
Travel up to 50% of time to contractors' facilities, test sites, and other locations (OCONUS and CONUS).
Master of Science degree in engineering, computer science, mathematics, or other technical discipline (i.e., CS, EE, AE, ME, etc.) and a minimum of 10 years of relevant technical experience is required. A Bachelor of Science degree and 18 years of relevant experience or a PhD with 8 years of relevant technical experience will also qualify.
Relevant technical experience in one of the following fields: applied physics, space operations, astrodynamics, space sensors, scientific programming, service-oriented architecture (SOA) software or web services. Experience with structured testing.
Ability to interface with prime contractors developing the system under test (SUT) regarding test objectives, schedules, budgets, and methods of test.
Demonstrated ability to work effectively on a team and to lead and direct the work of others.
Effective oral and written communications skills.
Proficiency in the use and integration of MS Office applications.
A current and active Top Secret Security clearance required.
Experience in in spacecraft trajectory modeling, design and analysis of spacecraft, satellite communications, space sensors, and ground support systems (Radar or Optical).
Familiarity with one or more programming languages (e.g., Matlab, Fortran, Java, Python, C/C++) and/or other data visualization and computational tools.
Familiarity with software development, most notably service-oriented architecture or web services and computer network protocols.
Knowledge of, or experience with Air Force Operational Test and Evaluation Center (AFOTEC) or other DoD operational test agency concepts, procedures and methodologies.
Experience related to DOD C4ISR system acquisition, systems engineering, and test engineering.
Experience interfacing with development contractors regarding test objectives, schedules, budgets, and methods of test. Past experience with Design of Experiments and statistical analysis applied to extensive test campaigns.
